Weather: floods, wildfire & freeze
Water systems were engineered for the climate of the past. As extreme weather grows more frequent and intense, freezes, floods, and wildfires are testing those systems in ways their designers never planned for.
Built for a climate that is changing
America’s water infrastructure was designed around historical weather: how cold it usually got, how much it usually rained. That baseline is shifting. NOAA’s tally of billion-dollar weather and climate disasters has climbed from about three a year in the 1980s to roughly twenty a year over the past decade.
Water systems sit directly in the path of that change, and they can fail in three very different ways.
Freeze, flood, fire
Freezes burst pipes and cut power to treatment plants. When Winter Storm Uri hit Texas in February 2021, roughly 12 million people were placed under boil water notices as plants went dark and pressure collapsed.
Floods overwhelm treatment systems and push contaminated surface water into wells. Wildfires are the newest threat, and the strangest: intense heat melts plastic pipes and fittings, which then leach benzene and other chemicals into the water for weeks or months, as happened after California’s Camp Fire and Colorado’s Marshall Fire.
The resilience problem
These events are hard to plan for because they strike the whole system at once, across entire regions, rather than one pipe at a time. And they compound the aging-infrastructure problem: an older system has less margin to absorb a shock.
The response, increasingly, is resilience: backup power for treatment plants, hardened pipes, and emergency plans, so the next storm does not automatically mean weeks without safe water. It is shaping up to be one of the central water challenges of the coming decades.
What you can do
- Before forecast extreme weather, store bottled water (a common guide is one gallon per person per day for several days).
- After a wildfire near your water system, do not assume clear water is safe; wait for official testing.
- Follow your utility’s specific notice during an event; the right response depends on whether the risk is microbial or chemical.
